e-PDS for Papum Pare launched

ITANAGAR, Apr 12: Chief Minister Nabam Tuki today launched the Arun e-PDS for Papum Pare district in a simple function in the offices of the District Food & Civil Supply Officer (DF&CSO) here at Papuh nallah. The web-enabled system is in tune with the Central Government’s directive to streamline and ensure easy, fast and accountable service in supplying PDS items to the targeted people.

“As the Constitution guarantees the right to food, livelihood and security, the National Mission Mode e-governance programme would facilitate timely delivery of essential commodities to the vulnerable section living in far-flung, inaccessible and border areas of the state  waiting for this service without any source of sustenance,” Tuki said while terming the e-PDS a big hope for the future.

Recalling the ruling 2009 Congress’ election announcement to provide 25 kg rice/ per targeted BPL family at Rs 3 per/kg, the CM announced to the commitment this year and directed the Food & Civil Supplies department to identify total beneficiaries with the help of DCs and DF&CSOs and work out a modality.

Pointing out that many enlisted as BPL categories might have got jobs or upgraded to above poverty line (APL) category, he suggested updating records continuously.

While those living in the land-locked areas which mostly remain cut off during rainy days completely depend on PDS supply, unlike in foothill areas of the state because of abundant food production, the chief minister insisted on buffer stocks at least for six months by the Food Corporation of India so that the people do not starve.

He congratulated the F&CS department for its endeavour, saying those committed officers would be lauded and rewarded for their service to the state. The launching would herald a new era of PDS delivery in the state as the mechanism would ensure supply of PDS items from FCI to fair price shops and ultimately the stakeholders while preventing leakage, said F&CS Secretary Hage Shalla.

Launched in Tirap district in 2008 by then DC Ankur Garg and DF&CSO Amit Bengia as Tirap e-PDS model, it would be extended to the whole state now. The first phase is scheduled to be complete by September next as per the Supreme Court directive, he added.

Domain specialist Amit Bengia, now Papum Pare DF&CSO, in a PowerPoint presentation, dwelt at length how the IIM, Ahmedabad alumnus studied the difficulties to provide the solution with Rs 7 lakh provided by local MLA Honchun Ngandam, who had launched the scheme on May 31, 2010.

The State Mission Mode Project (MMP) aimed at streamlining various processes through process reengineering & ICT is a collection of interlinked & interdependent processes, software solutions, technology and efficient implementation methodologies, Bengia said adding it offers end to end computerization of targeted PDS, quick & timely validation and issuance of digitized ration cards to genuine beneficiaries. To mark the occasion, five ration cards including for the CM, local MLA Techi Kaso, a GB and Missionary of Charity were distributed, which were electronically processed in five minutes.

The system would be extended to 17 locations in first phase, capacity building of staff would be taken up and reports would be uploaded to F&CSD portal (www.arunfcs.gov.in), while alternative arrangement is in place to run the system round-the-clock, Bengia added.

F&CS Director Sadhana Deori underscored the need of buffer stocking before monsoon in FCI godowns before introducing FCI DGM Thoiba Singh, the first Hockey Olympian from the NE.

Amit Premi, senior ICT consultant & technical advisor of New Delhi-based Beacon Analytical, said that extreme diverse conditions in the state observed by him during the last five years laid the foundation for the process – not computers by mission - which would bring the desired change soon.

 

 

 

AAPSU appeals for immediate release of stipend money

ITANAGAR, Apr 12: All Arunachal Pradesh Students’ Union (AAPSU) has drawn attention of the authority concerned to immediately release the students’ stipend, especially those who are pursuing professional/technical courses outside the state.

AAPSU in a release said that Arunachalee students, especially those studying outside the state from poor economic background are facing hardship due to delay in release of their stipend.

AAPSU also appealed to the state government not to delay in providing the stipend in near future.

Meanwhile, when contacted Director higher and technical education Dr Joram Begi informed that stipend for Rajiv Gandhi University has been released and there is delay in disbursing of stipend for students pursuing technical course outside state due to the recent government order banning transactions for some days. “Govt transaction was allowed only from 5th April and therefore there has been some delay. Also preparing bank draft for thousands of students is lengthy process. Adding to our woes NEC released their share of stipend only on 30th March. All these factors together caused delay in disbursing of stipend,” said Dr Begi. Further he added that they are trying their best to disburse stipend at the earliest for the benefit of student communities.

 

 

Urban shopping complex and women hostel nearing completion

PASIGHAT,  Apr 12: District Urban Development Department in East Siang, which is bearing the brunt of massive public ire for the pathetic road condition in Pasighat, is now achieving its tasks on its central-sponsored schemes for poverty alleviation in the district.

The union ministry of Urban Development (MoUD) under its “Poverty Alleviation” programme granted Rs 6.33 crores during the year 2010-11 for implementing various projects for upliftment of economic status of poor women in the district. Accordingly, the department started construction of a ‘Market complex’ and a ‘Woman Hostel’ at Gumin Nagar near Pasighat town. Construction of both the two-storied buildings is under progress and nearing completion.

The Urban Programme Officer Talem Taki informed that the department received some funds under Special Plan Assistance (SPA) during the year 2011-12. As such, an amount of Rs 90 lakh was released for construction of drains in Pasighat market, while another Rs 90 lakh was released for construction of an Amusement Park at Paane Korong, at down of East Siang DC’s office. The drain construction work has been completed last year while the work of Amusement park is going on. Another scheme namely “Development of internal road at Boleng town’ has been approved by the authority and it will start this year.

The programme officer also informed that schemes have been submitted to the authority for improvement of road in Pasighat towns, but these are yet to be sanctioned by the government as there is no money in state plan.

 

 

26th Convocation of IGNOU, Itanagar held

ITANAGAR, Apr 12: The 26th Convocation of IGNOU, Itanagar was held at the IGNOU Conference Hall Naharlagun today.

Attending programme, Parliamentary Secretary (Tourism) PD Sona, lauded the efforts being made by IGNOU in the field of education. He said that even in a small state like Arunachal, IGNOU alone produced 124 graduates/skilled persons in various fields in a year, which indicated that there is a gradual increase in the number of educated and skilled persons. He spoke about the role of education as an important tool for overall development. He emphasized on youngsters to go in for various programmes in the field of tourism since the state is trying its best to put Arunachal Pradesh as a tourist hotspot on the world map. He said that education is a continuous process and was pleasantly surprised to see persons of all age groups among the recipients. Altogether 124 students of different courses were eligible to receive their certificates.

Dr. Joseph Kuba, Regional Director, IGNOU, in his Annual Report said that there has been a consistent growth in the strength of students with a total of approximately 5590 students on its rolls. Further, the Centre would be admitting about 4500 students for the Diploma in Elementary Education (D.El.Ed.) programme during the current session, he informed. He also spoke about appointing Distance Education Facilitators to create awareness on education in the most interior parts of the state. He called various government and non-government organizations to become co-partners in spreading education.

 

 

Assembly Speaker, NES mourn Donglo Sonam

NAHARLAGUN, Apr 12: Arunachal Pradesh State Legislative Assembly Speaker Wanglin  Lowangdong has expressed shock over sudden demise of former MLA Donglo Sonam after a brief illness yesterday.

He was an active social worker since his student days and the vacuum created by his death will be difficult to fill in, Lowangdong said in a condolence message.

The Speaker along with officers and staff of the Legislative Assembly prayed to almighty to rest the departed soul in peace and give strength to the bereaved family to withstand the loss.

While expressing shock at the demise of Donglo Sonam, NES in a condolence message said that with his demise, the Nyishi community has lost an able leader, a torch bearer and a social activist who worked relentlessly for upliftment and eradication of social evils in the Nyishi community.

“He was a man of principle, honesty and integrity who always stood for right and privileges of the downtrodden. The straight-forward and soft spoken Sonam was one of the pioneers who led the movement for the social unification of the Nyishi in 1979 in the then Seppa Sub-division. His remarkable contribution towards building of the Nyishi Community will be remembered for ever,” the message said.

“May God rest his departed soul in eternal peace and bestow strength to the near and dear ones of the deceased to bear the unbearable loss”, the messages added.

Minister Health  and Family Welfare Atum Welly has mourned the demise of former Bameng MLA Donglo Sonam who passed away yesterday after prolonged illness.

In his condolence message, describing him as one of the pioneer of politics, he said, late Donglo was widely loved by all and not only by the people of his area.

Fondly known as Abang Dolo, his good deeds particularly for the cultural preservation and development of the Nyishi community shall always be remembered, Welly wrote.

Donglo was one of the pioneers of social work, who made immense contribution for overall development of the  state both as a politician and a social worker, said Arunachal Pradesh Congress Committee vice president Padi Hinda while expressing deep shock at the demise of former Bameng MLA Donglo Sonam. His demise is a great loss for the  people of East Kameng district in particular and the state as a whole, the committee said.  

 

 

Workshop on e-Governance and national

e-governance plan

RONO HILLS, Apr 12: “Ninety percent of the government works and services provided to its citizens should be accessible and to achieve this goal at least an individual in each house-hold should be e-literate, ” said Vineeta Dixit, principal Consultant, NeGD, DeitY, MCIT, Government of India.  Dixit was addressing the University level workshop on the theme “To build awareness on e-Governance and National e-Governance Plan (NeGP)” organized by Department  of Computer Science and Engineering, Rajiv Gandhi University and sponsored by Ministry and Department  of  Electronics and Information Technology.

While highlighting the main objectives of the e-governance, she said that this is a first kind of full-fledged initiatives being taken by the government and such idea has definitely brought a paradigm shift by bringing the government at the door steps of the common masses. She believed that such venture of e-governance can also support the work of RTI in bringing transparency, efficiency, and reliability in the government related works. She cited the example of Bihar-where an individual can file an RTI through a land line phone.

Professor Tamo Mibang, Vice Chancellor, Rajiv Gandhi University in his address said “with the click of the mouse, the whole world is open to you. This is the magic of e-world. And so is the magic of e-governance, which educates the masses on the benefits of the government’s programs and policies. He also spoke on the need to lay emphasis on science and technology, to achieve both internal and national development.

However, Prof. Mibang observed that “Information Technology and the basic communication facilities is still a distant dream in many parts of the north eastern regions”. For instance he said that distant places like Delhi can be reached in few hours but it takes several painful hours to reach our own village. But he expressed hope that “though the world of science and technology is still a myth in the north eastern regions, but tomorrow it will turn into a reality”.

S.D Sarkar, Director cum Secretary Member, State Council for IT and e-Governance, Government of Arunachal Pradesh led the participants  know about the various programs and policies being adopted by the state government. Among them he highlighted the policies like e-district, state data centre and various other programmes which were conceptualized for delivery of government services, schemes and programs for the public in each districts of the state.

He also stressed on the need for programs like e-Samaj, which is meant for the benefit of child and the women folk. Through this program, the central sponsored schemes like Anganwadi can be brought into public accountability by providing the ground related information. He also opined the need for e-PDS (public distribution system) through SMS service.

However, he pointed out some basic problems, which need to be addressed to achieve the policies of e-governance like lack of awareness among the public.

Other highlights included in the workshop were presentations made by HP team, and Ajeet Kumar, Consultant-Assessment, NeGD, GOI. Besides that there were panel discussion and question and answer session among the resource persons and participants. Motor vehicle checking drive brings results in Pasighat

PASIGHAT, Apr 12: District Administration and the Police here have intensified drive to ensure proper registration of vehicle, putting up of number plate and mandatory use of helmet by riders of two wheelers.

Regular checking in and around Pasighat Township for documents, number plates and helmets etc. are being carried out regularly.

A Naka was set up for two days at the entrance of Deputy Commissioner’s office here to ensure that the people, especially the govt. servants do not violet the rules.

The team comprising Rani Mibang and Olak Apang, Magistrates, Chakfa Wangsu, DTO, T Radeng, SI,(Traffic), N Ete, MVI along with police personnel checked the vehicles, specially the two wheelers and imposed fines on those who were found violating the rules. Some vehicles were seized for failing to produce proper documents.

The efforts of the District Administration and the Police under the supervision of RK Mishra, Deputy Commissioner and Pushpendra Kumar, SP have brought visible improvement in the traffic and vehicle registration. Though the cases of fatal accidents have come down to a great extent after launching such checking drive, the Deputy Commissioner and the SP appealed to all, specially the young generation to cooperate with the authority towards its endeavor. Training on 6th Economic Census held

ANINI, Apr 12:  A day-long training programme on Sixth Economic Census (SEC) -2012-13 was conducted at Anini.  The Economic Census is the complete count of all establishment/units located within the geographical boundaries of the country.

So far five ECs have been undertaken under the aegis of the Central Statistics Office (CSO), Ministry of Statistics & Programme Implementation, Govt. of India. The first ever Economic Census was conducted in the year 1977. Attending the training programme, B. Puroik, EAC (Hq.), who is also the in-charge Deputy Commissioner of the district dwelt in length about the importance of the Economic Census and urged upon all the officers and officials inducted as the Charge officer, Supervisors, Enumerators for the ensuing Economic Census to be attentive and clear every doubts before going to the field work.  

 “I am very much aware of the fact that there are too many obstacles and challenges specially the critical topography, inclement weather and road blockades which are to be confronted by all of you in the process, but as a responsible Govt. servant, despites every odds of the time, all are invariably appealed to be tough, dedicated and sincere in order to achieve the objective of the Economic Census.

The Census report will reflect the factual economic progress made so far in the district on the basis of which appropriate advance plans and strategies would be formulated to achieve higher economic growth rate in the future, Puroik said.

Earlier, Haringa Pulu, DSO stated that the success of the EC is very much dependent on thorough understanding of the concepts, definitions and instruction and on their faithful application while canvassing various schedules.

The data/ statistics so provided by the economic census are important for the economic development, business decision and strategic planning of the country.  Therefore, all out efforts must be put in by everyone involved to collect accurate data and statistics, the DSO exhorted

PPA mourns death of Manpoong, Donglo

ITANAGAR, Apr 12: PPA Working Committee Chairman Kamen Ringu has expressed shock over untimely death of CT Manpoong, the first engineering graduate of the state and former MLA Donglo Sonam.

I am shocked to listen his untimely demise as we closely worked together for more than last 30 years in the field of social and political front. I just cannot forget their sweet and charming life style and the memorable days we closely associated with each other,” Ringu said in a condolence message.

The PPA Chairman, on behalf of rank and file of PPA and his family members, prayed for eternal peace of their departed souls. He also conveyed deep sense of condolences to the bereaved families to cope with the difficult time.

 

Workers’ Board distributes financial assistance

ITANAGAR, Apr 12: Jalley Sonam, Chairman, APB & OCWWB, in a simple function organized in his office Chamber today, handed over cheques amounting to Rs. 50,000 as accidental death benefit to nominee of Lt. Boje Maying.

Koj Duri and Chaknem Taiju received sum of Rs  16,000 each as normal death benefit respectively.

Others who received cheques under maternity Assistance are Devi Don and Yatung Dui. Tamo Bulo, Taken Lingri Sowa Manyu and Toko Ribia have also received medical benefits.

 

BBK convention concludes

PASIGHAT, Apr 12: Setting up of new market, water source point(s), common burial ground and restriction on selling of vital lands etc safeguarding interests of the people besides social and environmental issues have come up for discussion during the three days BBK convention to improve the quality of life within Bogong territory.

BBK Advisor Dejir Tamuk stated that in order to achieve their objectives that meet the needs of the present generation without compromising the ability of future generations, the convention was organized under active participations of all the Banggos of Bogong in presence of senior and retired IAS officers, including Tani Ering, Oshong Ering, Opang Ering, Obang Dai (Jr) and Tagom Darang etc public leaders and general public with aim to achieve sustainable balance between the environmental and societal needs.

BBK President Oyem Dai on behalf of the entire Bogong community expressed gratitude to the Chief Minister Nabam Tuki for granting Rs 50 Lakh for maintenance of Sibo Korong bridge and also the assurance of providing necessary funds for setting up of BBK office building, which were announced by the CM during the inaugural day of the BBK convention on April 8 last.

Main culprit is still absconding, says AAPJSGWA

ITANAGAR, Apr 12: Hailing the Police team for apprehending the three accused involved in the Jeevan Suraksha Scam case, the All Arunachal Pradesh Jeevan Suraksha Group Worker’s Association (AAPJSGWA) said that the main accused Chandan Das, MD of the company is till absconding.

In a release, it stated that his arrest is very much necessary as he had the sole authority for financial transaction of the company. Without his arrest, getting back the public money from the company is not possible, it said.

Meanwhile, informing that many of the agents and employees of the company who had collected money from the people are getting threatening calls, mental and physical torture from the investors, it appealed the investors to refrain themselves from doing so saying that they did not do it intentionally.

They did it in order to run their livelihood and get you a higher return of money. But unfortunately the management misused the money, it reasoned.

And to get back the hard earned public money, we are not sitting idle. We are struggling hard and will not stop till we get it back, it further said.

 

Skill development programe held

ITANAGAR, Apr 12:  A skill development programe on cane & bamboo and handicraft was held at Tajgi under Yachuli block in Lower Subansiri being organized by Social Harmony & Educational Environment’ Promotion (SHEEP) Society in collaboration with DDM NABARD on 9th April. The similar workshop was also conducted at Yatap Raga Block.  Hundreds of people particularly from self help group were benefitted by workshop.

 

One person dies in road accident

ITANAGAR, Apr 12: Lishi Sera, a resident of Dem village under Yazali circle was crush to death by reckless Border Road Organization (BRO) truck near Talo village. His bike collided with truck and he died instantly at the spot. According to the eyewitnesses, BRO truck was in high speed at the time of accident.  Late Sera was the only bread earner of his family.

The members of Lishi Welfare Society have condemned the incident and demanded the BRO officials to immediately stop all their operations in the area till the accused driver is punished for killing late Sera due to his reckless driving. Society thanked local authorities for their promptness and also prayed for the departed soul.

 

House-to-house electrical enumeration begins

ITANAGAR, Apr 12: House-to-house electrical enumeration and statistical survey of consumers have been launched in the entire geographical jurisdiction of Naharlagun Electrical Division, viz. Naharlagun, Nirjuli, Banderdewa, Doimukh, Kimin, Sagalee and Mengio Circle. The statistical data will be used for consumer indexing as well as determination of load demand in order to assess for replacement of defective/obsolete meters, creation of distribution infrastructures such as distribution transformers, modifications, improvement and extension of lines, consumer distribution panels etc. and regularization and providing service connections to irregular connections under R-APDRP program.

 

Sensitization workshop on routine immunization

CHANGLANG, Apr 12: A sensitization workshop on Routine Immunization Microplan and Review of the Routine Immunization Activities for medical officers and health workers of Changlang district was held here on April 11.

Highlighting the aim of the meeting, Dr. Tope Yomcha, DRCHO, gave the detail on preparation of RI/ORS/IW Microplan through power point presentation. The DRCHO also reviewed the performance of routine immunization.

The difficult natural topography, shortage of HR, lack of BCC/IEC in rural areas and inappropriate microplan had been the stumbling block for poor performance of RI in the district, the meeting opined. DIPRO

AALO, Apr 12: Five days training programme for in-service teachers of secondary school conducted by RMSA in collaboration with DIET/DRC Kamki began at NMHS school yesterday.

Inaugurating the training, Moken Ete, Principal, Govt Nehru Memorial Hr. Secondary school emphasized the need of training to all teachers of the education department in a planned process to achieve specific outcome and exhorted the teachers to attend the training seriously.

District Programme Coordinator, RMSA, LB Doye explained the aims and objectives of the training and stressed that CCE is more valuable as it evaluates cognitive domain, affective domain and co native domain of the learners. Use social networking sites for good cause

Nowadays social networking site like Facebook and Twitter is common in all parts of world. Facebook which have millions of millions users is extremely popular and is used by people from all age-group. It has become a daily dose for them. Not a single day is spent without browsing Facebook on their mobile phones from early morning to late night. Even I am a Facebook user. I had spent my exams predatory days on being online and what would you expect from me, I failed my eleventh std. The chat, status update, photo-video are renewed after every few hours. Account hacking, password hacking are few cyber crime.

Cyber criminal are common in bigger cities like Delhi,Mumbai and etc. Social networking can be a powerful weapon if used properly or with good intention. It should never be misused. Every time while pressing the ENTER button think twice whether the comments or status you post is not going to cause social disharmony or some other problem. Uploading provocative photos can cause a rampage. Revealing your identity to someone unknown is like introducing yourself to a stranger in a street. Keeping your password private, securing your account and being careful over this kind of matter can save you from danger. Stay safe and take care.

Arts student has less job opportunities

Dear Editor,

Through this esteemed daily I would like to tell the sad stories of Humanities student in getting govt. job.

When I was studying in class VII nobody told me that, if I chose the humanity stream I will have very little job opportunities after graduation. Various government department conduct job interview comprising of Maths , General English and General Knowledge paper. Here in maths paper humanity student are not able to compete with science and commerce student. Because of poor performance in Maths subject during school days, we left science stream and took up arts subject. But now we are being asked to solve elementary maths i.e class-X standard to find government job . Department says that maths paper is of Elementary standard i.e. class-X( I suppose).But I do not know how to explain to concern that how it is difficult for any arts student to solve formula based question, geometry questions , because we had left Mathematic subject very long time ago( in class X).

In the state like ours, only job scope for arts students are Clerical and APPSC exams. But here students of science and commerce can also compete with us. But in their job dominion such as R.F.O, Accountant, etc, we are not eligible to apply for. In short in comparison to Arts student, science and commerce has more job opportunities. But Numbers of Arts gradate are more than two streams.But what hurts us more is that there is no Maths paper for job interview where science can apply (these are of Maths background) such as in RFO exam. Some of senior officers of the department say that elementary Maths is easy and must be cleared if one wants the job. But they should know that time has changed, if they look into today’s question paper, they are completely different from their time. Then some official says that Maths paper is essential to filter the candidate for viva-voice. But they must understand the pain of Arts student that by doing this they filtering the Arts students most!

If one look into the statistics in our state most of unemployed youths are from arts background. I have many friends who out of frustration of all these has stopped applying for job. They have either started doing contract work or have become member of union or association for their livelihood. And everyone knows for what reason today’s union and association of our state are known for. So ,through your esteemed daily I would like to ask question to all the concerned that is the Maths Knowledge is the scale for measuring the mental capability, what is use of asking Geometry question in those job interview, holder of which is never going to use it in their job careers.

Maths paper is not necessary for filtering candidate for viva-voice. Instead of Maths paper, tougher question papers can be set for the General knowledge and General English.Therefore I on the behalf of humanity student would like to appeal to all the concerned, especially to APPSC and various departments to please understand our pain and do not keep Maths paper for the job interview where Arts student are eligible to apply. If it is not possible, keep the Maths paper as qualifying nature (i.e with 33% pass marks) of class –Viii standard. At last I would like to tell all the parents, think a thousand times before you letting your children to study Humanity stream. They may face difficult of finding job because of their Humanity background in the future.

Through your esteemed column, I would like to share some significant problem of my village Shergaon which is unnoticed by the Govt. Authorities and people of the village. Despite being populated area and having a circle office, we don’t have elementary medical facilities. Moreover the village is bestowed with highway route for smooth communication for the people. Inspite of comprehensive developmental activities in the Shergaon village, the Govt. of Arunachal Pradesh has completely ignored the health sector.

Our hospital is running without any Doctor, Pharmacist and Medicines. We have only one nurse, who is doing her best to serve the people of village even with limitations. Unfortunately, villagers have to rush to other places for minor ailments by spending good sum of money which is unaffordable to many villagers. Hospital has merely transformed into cowshed and breeding ground for many diseases. Therefore, I would like to appeal to the Govt. of Arunachal Pradesh to facilitate atleast one Doctor and Pharmacist urgently. Please help us before any villager lose their life.

Climate finance and climate change

Developing nations are spending $396bn on fossil fuel subsidies a year while receiving $5bn in support to tackle climate change, according to a new study by the Overseas Development Institute (ODI).

The UN climate negotiations agreed to find $100bn of climate finance a year from 2020 onwards with a meeting in Washington DC this week exploring ways to source this from the private sector.

The ODI’s At Cross Purposes report warns that far greater action will be required from politicians to address what it calls skewed policies that support high emitting fossil fuels in large numbers while struggling to help nations to adapt to the impacts of climate change.

The report also found that five countries, China, Egypt, India, Indonesia and Mexico, appear in the list of top 12 recipients of climate finance and the top 12 list of providers of fossil fuel subsidies to consumers.

Support for fossil fuels can also come in the form of tax breaks to producers rather than direct reductions in cost for consumers.
